Legal basis

Article 7 of the Act on the Conservation and Use of Biological Diversity (Biodiversity Act)
The government shall formulate strategies for conservation of biodiversity and sustainable use of its components.

Article 7, Paragraph 1 of the Biodiversity Act

Implementation period: 5 years

The fifth NBSAP (2024-2028) sets out targets and action plans up to 2030, in line with the Kunming-Montreal Global Biodiversity Framework (GBF)’s target year.

Key elements (Article 7, Paragraph 2 of the Biodiversity Act)

  1. Status of biodiversity, and the objectives and vision of NBSAP
  2. Protection and management of biodiversity and its components
  3. Sustainable use of components of biodiversity
  4. Response to threats to biodiversity
  5. Management of species of concern for introduction and alien species that affect biodiversity
  6. Research and technological development, education and promotion and international cooperation related to biodiversity
  7. Enhancing ecosystem services and ensuring that the public has access to benefits from ecosystem services

The authority of an NBSAP

  • Korea's NBSAP is the highest-level cross-ministry strategy that outlines policy directions on conservation and sustainable use of biodiversity in Korea for the five-year period.
  • The NBSAP lays down implementation measures that are based on the 23 global targets for 2030 under the Kunming-Montreal GBF but tailored to national circumstances.
