Subnational and Local Biodiversity Strategies and Action Plans

  • Definition : Subnational and Local Biodiversity Strategies and Action Plans (SBSAP/LBSAP) are a set of action plans and policy strategies developed and implemented by subnational and local governments to ensure efficient management of biodiversity and ecosystems services.
  • Role : Compared to National Biodiversity Strategies and Action Plans (NBSAPs), SBSAPs/LBSAPs are more specific and tend to include realistic policies and programs, as they reflect the voices of local stakeholders. They allow local governments to directly contribute to the goals of their NBSAPs and the objectives of the Convention on Biological Diversity (CBD) by adapting national and international biodiversity targets to their local circumstances.
