What is NBSAP(National Biodiversity Strategies and Action Plans)?

  • A comprehensive policy framework that outlines a country's sector-specific targets for conserving biodiversity and sustainably using biological resources, along with an implementation plan to achieve these goals.

Background to the Establishment of NBSAP

  • Article 6 of the Convention on Biological Diversity (CBD) requires parties to develop national strategies or programs for the conservation of biodiversity and its sustainable use.
  • As a party to the CBD, countries are obligated to fulfill the Convention’s requirements while establishing strategies that serve as a master plan for conserving their biodiversity.

Legal Basis of the Establishment

Paragraph 1 of Article 7 under the Act on the Conservation and Use of Biological Diversity states that the Government shall formulate a strategy for the conservation of biodiversity and the sustainable use of its components.

  1. Status of biodiversity, and the objectives and vision of NBSAP
  2. Protection and management of biodiversity and its components
  3. Sustainable use of components of biodiversity
  4. Response to threats to biodiversity
  5. Management of species of concern for introduction and alien species that affect biodiversity
  6. Research and technological development, education and promotion and international cooperation related to biodiversity
  7. Enhancing ecosystem services and ensuring that the public has access to benefits from ecosystem services

Basic Principles (as stated in Article 3 of the Act on the Conservation and Use of Biological Diversity)

  1. Biodiversity shall be the asset of all citizens and shall be conserved for the current and future generations.
  2. Biological resources shall be protected and managed systematically for sustainable use thereof.
  3. Development and use of land shall be in congruent with conservation of biodiversity and sustainable use of biological resources.
  4. The connectivity and balance of ecosystem which extends from mountain, river, swamp and lake, coast to the ocean shall be conserved systematically.
  5. Ecosystem services shall be provided and promoted in a systematic manner for the conservation of ecosystems and the improvement of the quality of life of citizens.
  6. International cooperation on the conservation of biodiversity and the sustainable use of biological resources shall be promoted.

  • The Republic of Korea's Fifth National Biodiversity Strategy serves as the highest-level strategy for biodiversity in the country, outlining a five-year policy direction to ensure the conservation of biodiversity and its sustainable use.
