On June 25, the National Institute of Biological Resources (NIBR), under the Ministry of Climate, Energy and Environment, held a public hearing at the COEX Conference Hall to review the implementation of the Fifth National Biodiversity Strategy.¹⁾

Since the adoption of the Kunming-Montreal Global Biodiversity Framework (GBF), the international community has shifted toward a common indicator-based approach to monitoring progress in implementing the Framework's targets. Accordingly, it has become increasingly important for the Republic of Korea to establish an effective implementation monitoring framework and systematically track progress.

※ The GBF consists of 23 biodiversity-related action targets to be achieved globally by 2030. It was adopted under the Convention on Biological Diversity in December 2022.

Now in its second year, the public hearing was held under Detailed Action Target 20-1 of the National Biodiversity Strategy, which calls for strengthening implementation monitoring and ensuring transparent disclosure of information. It was organized to publicly share progress in implementing the Strategy and gather feedback directly from the public.

At the hearing, 13 relevant ministries and agencies,²⁾ including the Ministry of Climate, Energy and Environment, presented the implementation status of a total of 365 projects carried out in 2025 and invited participants to share their views on the results of the second-year evaluation.

To further enhance the objectivity and credibility of the second-year evaluation, the assessment underwent cross-verification not only through self-evaluations by government ministries and agencies, but also by a 41-member Implementation Evaluation Group whose members were recommended by a broad range of stakeholders, including the central government (20), local governments (5), civil society organizations (8), youth representatives (2), and working-level committee members who participated in developing the Fifth National Biodiversity Strategy (6).

The public hearing served as an opportunity to share and discuss the government's efforts to implement the National Biodiversity Strategy with a wide range of biodiversity stakeholders. The detailed findings of the implementation review, together with the feedback received during the hearing, will be included in the 2025 Implementation Report, scheduled for publication in December.

“Biodiversity recovery in Korea cannot be achieved through government efforts alone; it requires collective action by all members of society, including local governments, civil society, and future generations,” said the Director General of NIBR. “Building on the valuable feedback received during this public hearing, we will further strengthen an action-oriented implementation system that enables participation from all sectors of society.”
