Korea Releases First-Year Implementation Results of Its Fifth NBSAP

The National Institute of Biological Resources (NIBR), under the Ministry of Climate, Energy and Environment (MCEE), released the 2024 Implementation Report on January 22 through CBD-CHM Korea (kbr.go.kr), the national biodiversity clearing-house mechanism. The report presents the first-year implementation assessment of Korea's Fifth National Biodiversity Strategy and Action Plan (NBSAP).

The NBSAP is Korea's overarching, cross-ministerial strategy for the conservation and sustainable use of biodiversity. The MCEE, together with other relevant ministries and agencies1), establishes and implements detailed annual action plans aligned with the NBSAP.

The newly released report assesses the implementation of 294 tasks included in the 2024 annual action plans established by these ministries and agencies.

The assessment found that 253 tasks (86.1%) were completed as planned, including surveys of degraded natural areas, strengthened wildlife quarantine measures, and the establishment of urban forests.

Meanwhile, 41 tasks (13.9%) were underway, including ecosystem and ecosystem services assessments, laying the groundwork for other effective area-based conservation measures (OECMs), and the development of indicators to monitor NBSAP implementation.

Key achievements include an increase in the combined coverage of nationally protected areas and OECMs from 17.45% in 2023 to 17.81% in 2024, as well as the identification of 625 ha of degraded areas nationwide requiring priority restoration.

In addition, the number of alien species under management increased from 707 in 2023 to 853 in 2024, supported by additional designations of species of concern for introduction. Wildlife quarantine measures were strengthened, including for reptiles and amphibians. Ecosystem restoration projects targeting urban ecological corridors, tidal flats, and forest areas were also implemented, contributing to enhanced ecosystem resilience.

Furthermore, the CBD-CHM Korea website (kbr.go.kr) was revamped to improve public access to information on the progress and outcomes of NBSAP implementation.

The assessment was conducted by an implementation evaluation panel comprising 31 members, including officials from relevant ministries, private-sector experts, and representatives of civil society organizations. The evaluation began in March 2025 and was further refined following a public briefing on implementation progress in June and a civil society consultation in December.
