Forum on Supporting the Implementation of Local Biodiversity Strategy and Action Plan Held
The National Institute of Biological Resources (NIBR) of the Ministry of Climate, Energy and Environment (MCEE) held the Forum on Supporting the Implementation of Local Biodiversity Strategy and Action Plan (LBSAP) on December 11 to support local governments in establishing and implementing biodiversity strategies.
The Convention on Biological Diversity (CBD) recommends that both central and local governments of its Parties develop strategies for biodiversity conservation. In line with this recommendation, Korea incorporated goals for the establishment, implementation, and management of local biodiversity strategies into the 5th National Biodiversity Strategy and Action Plan (NBSAP) formulated in 2024.
The LBSAP are community-based strategies led by local governments in collaboration with residents to conserve and manage local ecosystems and biodiversity. They play a crucial role in implementing the NBSAP.
At the forum, case studies on the development of the LBSAP in Seoul and Ulsan were presented. Based on these cases, participants explored approaches to harmoniously design strategies that reflect local priorities while aligning with five common targets: (1) enhancing the value of natural capital through ecosystem restoration, (2) expanding areas of high ecological value and strengthening benefits for local communities, (3) preventing the introduction and spread of invasive alien species and strengthening control measures, (4) promoting urban biodiversity, and (5) ensuring the participation of diverse stakeholders.
In addition, participants shared cases on the restoration site1) inspection in Seoul, Busan, Incheon, Gwangju, Ulsan, Gyeonggi-do, and Chungcheongnam-do that voluntarily joined the restoration action for the ecosystem. These cases support the implementation of ecosystem restoration, one of the common targets of the 5th NBSAP.
The NIBR president stated, "We will actively reflect the opinions presented at this forum in supporting local governments to develop biodiversity strategies and implement ecosystem restoration policies."

Restoration sites include: Seoul (Onsu Valley, Waryongsan Mountain), Busan (Eulsukdo Migratory Bird Habitat), Incheon (Sub-ecosystem at Galsan Neighborhood Park), Gwangju (Prickly Waterlily Habitat at Gayaje Reservoir), Ulsan (Butterfly and Insect Ecological Forest at Muji Park), Gyeonggi-do (Wildlife Habitat at Jowon Park), Chungcheongnam-do (Red least water-lily Habitat at Jangja Swamp).
